Unbelievable but believe it- Raja Petra arrested under ISA but Ahmad Ismail and Khir Not

Breaking news- According to Malaysiakini.com latest news, Malaysia-Today website editor Raja Petra is arrested at 1:10pm at his house today under ISA (Internal Security ACT).

Ok. Why Raja Petra is arrested but not Ahmad Ismail or Khir Toyo who create racist tention between Chinese and Malay? Because Raja Petra insulted Islam and Prophet Muhammad?  

Raja Petra case:

Religious groups lodge police report because Raja Petra comments insulted Islam. 
Home minister Syed Hamid said Raja Petra can be detained under ISA.

Dato Khir Toyo case:
On Sep 11 (Malaysiakini News),
-PAS MP Dr Siti Mariah Mahmud lodges a police report against the ex-Selangor MB -Khir Toyo claiming that his statement on azans was made with malicious intentions.

-Second police report lodged against Khir.

Until now- Home Minister Syed Hamid silent and not make any statement.

Ahmad Ismail case:
During Permatand Pauh by-election campaign,
-Penang Bukit Bendera UMNO chief, Ahmad Ismail made statement about Chinese are only “penumpang in Malaysia” or in other words,  Chinese are squatters and should not be treat fairly.

So until now- Home Minister Syed Hamid is still remain silent. No one arrested under ISA even this has caused racial tention among Chinese and Malay.

I am curious on who can make decision to detain someone under ISA in Malaysia? After some searching over the internet, i found the answer. It is the Home Minister of Malaysia -Syed Hamid.
