Who actually gave order on ISA arrest?

Who actually gave order to arrest Malaysia-Today editor Raja Petra, opposition MP Teresa Kok and reporter Tan Hoon Cheng?

Is it Home Minister Syed Hamid? Prime Minister Abdullah? Deputy Prime Minister Najib? Najib wife? Khairy? Anwar Ibrahim? Lim Kit Siang? or some other government officer? Chief of Police Musa Hassan? Ex Selangor MB Khir Toyo?

On Malaysiakini -Syed Hamid’s U-turn on ISA arrests 
Officially, the ISA arrest need to come from home minister Syed Hamid and PM usually being inform on the arrest because the person detained under ISA is a threat to the nation security.

For Syed Hamid, he has told reporters that he was informed before police make the arrest.
Later he say that police act on their own and he is not giving order.
After that, he say it is government who decide the arrest, he is just doing a job as home minister to approve on behalf of the government.

So who is behind the government to give order if Syed Hamid is just nodding his head but not the one instruct the police to arrest them at first place?

Seems like it is not our PM Abdullah as well because he told reporters that he didn`t get informed about the arrest.

So does the police act by themself based on police report and investigation?
Apparently not as Syed Hamid say the final decision is from government.
Anwar Ibrahim and Lim Kit Siang is not from government side and I do not believe they can influence Syed Hamid or police to make the arrest.

Ex-Selangor MB Khir Toyo? He has been blogging alot about azans case which lead to the arrest of Teresa Kok. A few police report lodged against him but what he blog can cause tension among races but he seems like steady and let police make the investigation. But I do not think he has the influence power on police force, unless i am wrong.

So who is behind this? Someone who has strong influence on police force? Najib? his wife? Khairy? Chief of police Musa Hassan?

What do you think and what is the motive behind for the arrest since no one belive three of them is a threat to nation security?
